HDB Renovation Permit and Guidelines 2026

Before the first hammer swings in a new or resale flat, there is one step that is not optional: the HDB renovation permit. HDB flats share structural walls, floor slabs and plumbing stacks with the units around them, so HDB requires approval for any work that could affect structural safety, fire protection or waterproofing. Skipping it can mean a fine, an order to reinstate the flat, or both.
What Needs an HDB Renovation Permit
- Hacking or removing existing floor and wall finishes, including tiles.
- Raising floor levels in kitchens, bathrooms or balconies.
- Relocating or resizing internal doors and doorways.
- Plumbing changes, including moving sanitary fittings or altering waterproofing.
- Electrical rewiring and new lighting points.
- Window and door replacements, including changes to grille design.
- Air-conditioning installation involving new compressor brackets or pipe routing.
Cosmetic work is generally exempt. Repainting, wallpaper, laying vinyl or laminate flooring over an existing surface without hacking, curtains and freestanding furniture do not need a permit. If a planned change sits anywhere near that line, check with your contractor or HDB before committing. Clarifying upfront is far cheaper than undoing unauthorised work later.
What Is Never Allowed in an HDB Flat
- Hacking structural reinforced concrete: columns, beams or load-bearing walls.
- Loading a floor slab beyond its rated capacity.
- Using combustible or non-approved materials for partitions.
- Enclosing void areas to extend floor space.
- Any work to the household shelter.

The BTO 3-Year Bathroom Rule
New BTO flats have a waterproofing membrane laid beneath the bathroom and toilet finishes. To protect it, HDB does not allow owners of new flats to remove bathroom or toilet wall and floor tiles for the first three years from key collection. If you want to change the look sooner, overlaying new tiles on the existing surface with approved adhesives, without hacking, is the usual workaround.
Resale flats are past that window, but any hacking or waterproofing work still needs a permit whatever the flat’s age, and a ponding test afterwards is standard practice to confirm the seal holds. HDB Renovation Working Hours
HDB’s renovation guidelines allow noisy works, such as hacking, drilling and removing wall or floor finishes, only on weekdays between 9am and 5pm. Noisy works are not allowed on Saturdays, Sundays or public holidays. Quieter works such as carpentry installation and painting have a longer window, but no renovation should take place on Sundays or public holidays.
HDB also limits how long the loudest phase can run: a registered contractor may not take more than three consecutive days to demolish walls or remove wall and floor finishes. Exact conditions are printed on your permit, so check them against your contractor’s schedule before work is booked, and let your immediate neighbours know before hacking begins.
Contractors, Timelines and Penalties
Only contractors listed in HDB’s Directory of Renovation Contractors (DRC) may carry out renovation works in an HDB flat. Permit processing usually takes one to three weeks depending on scope, so build that into your timeline rather than assuming work can start the day your contractor is free.
Unauthorised works can attract fines of up to $5,000, alongside a requirement to reinstate the flat to its original condition. That cost almost always outweighs whatever the permit process would have added to the timeline, and it is one reason the permit responsibilities should be written into your renovation contract.
