November 2026 BTO Launch: Renovation Guide

HDB’s final Build-To-Order exercise of 2026 was originally expected in October. It has since moved to November, following the income ceiling changes announced at the National Day Rally in August. Why the October BTO Exercise Moved to November

On 24 August 2026, HDB raised the monthly household income ceiling for new flats from $14,000 to $16,000, the ceiling for singles aged 35 and above from $7,000 to $8,000, and the Executive Condominium ceiling from $16,000 to $18,000. To give newly eligible households time to apply for an HDB Flat Eligibility (HFE) letter under the new rules before balloting opens, HDB pushed its last sales exercise of the year back by a month.

If you intend to apply, HDB has asked for HFE letter applications to be submitted by 25 September 2026. That date, not the ballot date, is what decides whether you are in this round.

What Is on Offer in the November 2026 BTO Launch

The exercise is expected to offer around 7,960 flats across seven projects in six towns. More than half the units sit in mature estates, which is a rare opportunity given how resale flats in those towns are usually priced.

  • Bedok: two projects in the Bayshore precinct, about 2,500 flats between them.
  • Geylang: Mattar, a smaller project near Mattar MRT on the Downtown Line.
  • Sembawang North.
  • Tengah: Garden Avenue, the town’s first BTO launch in three years.
  • Toa Payoh: Caldecott, next to the Caldecott MRT interchange.
  • Yishun: Chencharu, near Khatib MRT.

Caldecott is widely expected to be the only Prime-classified project in this round. It is also expected to bring Toa Payoh its first Community Care Apartments, senior-friendly flats with care services built in. Chencharu is reported to offer the broadest flat mix of the exercise. HDB confirms final project names, unit counts and prices at launch, so treat these details as reported rather than fixed.

What Successful Applicants Should Start Planning Now

A ballot result is the start line, not the finish line. Once you collect your keys, HDB requires a renovation permit before any hacking, plumbing, electrical rewiring or structural work can begin, and owners generally have three months from the permit date to complete the works. That window feels generous until contractor lead times, custom carpentry and material procurement are factored in, all of which can quietly eat several weeks on their own.

The homeowners who move in close to their target date are almost always the ones who started talking to a designer while still in the queue, not after key collection. That means a rough budget, a sense of your must-haves and a shortlist of designers well before your number comes up. Budgeting for a New BTO Flat

A full renovation of a 4-room BTO flat in 2026 typically falls between $40,000 and $63,000, a 3-room flat between $25,000 and $45,000, and a 5-room flat between $45,000 and $70,000, depending on scope and how much is customised.
