Your BTO arrives in HDB’s "standard" condition. Plastered walls, screeded floors, a bare kitchen shell, and minimal power points. It is liveable in the way that a tent is liveable: technically yes, realistically no.
Nothing needs to be demolished, so your renovation cost is almost entirely about building from scratch. That is the good news. The less obvious news is that building everything new in a 4-room flat adds up faster than most people expect.
What does a complete BTO renovation cost in 2026
These are realistic market ranges, not promotional package prices:

Where the money goes
Carpentry: $15,000 to $22,000
This is where most of your budget goes, and for good reason. Kitchen cabinets, bedroom wardrobes, TV console, shoe cabinet, everything built into your walls. In 2026, most homeowners choose custom over modular because custom storage is designed around how you live, not a catalogue. Carpentry typically accounts for 30 to 40 percent of the total renovation budget.
Flooring: $6,000 to $12,000
Vinyl plank is the dominant choice right now. It handles Singapore's humidity well, looks close to timber, and costs $5 to $8 per sqft installed. For an 800 to 900 sq ft 4-room flat, that works out to $4,000 to $7,200 for materials and labour. Cement screeding at $4 to $6 per sqft is usually required before vinyl goes down and is quoted separately by most firms.
Bathrooms: $6,000 to $10,000
Two bathrooms are standard in 4-room and 5-room BTOs. Waterproofing, tiles, fixtures, shower screen, and vanity for each bathroom typically cost $3,100 to $4,700, bringing both bathrooms to $6,200 to $9,400 for a clean mid-range finish.
Electrical: $3,000 to $5,000
BTO power points are minimal by modern standards. You will add significantly more, along with switches, fan points, data points, and likely smart home wiring. Get your electrical plan confirmed before carpentry begins, not after, because changes mid-build are expensive.
Painting and feature finishes: $2,000 to $4,000
Standard painting is the baseline. Feature wall treatments such as limewash, fluted panels, or micro-cement add cost and character in roughly equal measure.
What is trending in BTO renovation right now
2026 marks a clear shift away from the cold, clinical interiors that dominated the past few years. What homeowners want now is warmth. Warmer neutrals on the walls. Timber tones in the carpentry. Textured surfaces you notice when you touch them, not only when you look at them. Rattan accents. Bouclé fabrics. Feature lighting that contributes to a room's atmosphere rather than merely illuminating it.
The Scandinavian minimalism influence is still present, but it has softened considerably. Spaces are still clean and uncluttered, but they feel lived-in rather than staged for a photoshoot. The other major shift is functional design for hybrid work. A dedicated study nook or home office is now a standard part of BTO planning, not an afterthought. Built-in desks with concealed cable management, proper task lighting, and some acoustic separation from the living area are being incorporated into BTO renovations that would have ignored this entirely five years ago.

The costs people often forget
Air conditioning costs are sometimes excluded from renovation quotes. A 5-unit system covering all rooms from a reputable brand runs $3,500 to $5,500 installed. Budget for it as a separate line item.
Furniture: renovation and furniture are two distinct budgets. A properly furnished 4-room flat adds $8,000 to $20,000 on top of renovation costs, depending on how much you purchase new versus carry over from your previous home.
Feature upgrades: the difference between a flat that looks like a flat and one that feels like a home is often quite a sum of a few thousand well-chosen details: a statement pendant light, a textured feature wall, quality tap fittings in the bathroom. These are what people refer to when they say their renovation "ran a little over budget."
How to be efficient when comparing quotes
Ask for fully itemised quotes rather than packages. A package tells you what you get. An itemised quote tells you what you are paying for each element, which lets you make informed decisions about where to allocate more and where to scale back.
Get at least three quotes. Two quotes for the same flat can differ by $20,000 for the same scope of work, reflecting different material grades, labour rates, and margins, all of which are worth understanding before you commit.
Always confirm what is excluded. Air conditioning, furniture, disposal fees, and delivery charges are the most common omissions.
